Street Gangs are an ever-increasing concern, even in an All-American City like Green Bay. Gangs pose a threat to our quality of life.  Gang crimes are definitely on the rise in number and severity, but  crimes aren't the only way that street gangs can impact quality of life.  Gangs actively recruit new members, who further contribute to the problem, and most gang recruits tend to exhibit common symptoms.

Additionally, gangs often mark out their territory with the use of spray painted graffiti, which is an eyesore and generally prompts a graffiti response from rival gangs. That is one reason why gang graffiti should be cleaned or removed as soon as possible.

Definition of a Street Gang (per Wisconsin Statutes)
WI Statute 939.22 explicitly defines a Criminal Street Gang. Simplified, a street gang is:
a group of people who associate on a regular basis and engage in criminal or anti-social behavior.
(It is not illegal to be a gang member although gang related crimes can carry penalty enhancers under the law)
