Liquor Sales
On June 2, 2020 Common Council approved an ordinance allowing licensed establishments to temporarily expand a licensed premises description. For more information please refer to General Ordinance 16-20.
To apply please fill out the application and return to the City Clerk’s office. Requests can be emailed to clerkinquires@greenbaywi.gov or mailed/dropped off at City Hall at the address below:

Chapter 33 (Tavern / Grocery Store / Gas Station, Etc)
Liquor sales in the City of Green Bay are regulated by the State of Wisconsin. All forms are taken from the Wisconsin Department of Revenue’s Website. Read our Chapter 33 Ordinance on Alcohol and Beverage Licensing.
Class "A" - Liquor Consumed Off Premises
- Class "A" Beer: $400
- "Class A" Liquor (including wine only): $400
Class "B" - Liquor Consumed on Premises
- Class "B" Beer: $100
- "Class B" Liquor and Beer Combination (Bar): $500
Temporary / Picnic Class "B"
- Picnic Permit (PDF)
- Valid up to 3 consecutive days: $10
Class "C" Wine
- Strictly restaurants: $100
Procedure
Procedure depends on the business entity applying for the license. The first step is to complete the paperwork and submit it to the Clerk’s office. Once a completed application is submitted, a member of the Police Department will be in contact to setup the appointment to review the business security plan and sign a license stipulation. The meeting needs to take place prior to going to committee. The application then goes to Commitee/Council for approval/denial contingent upon the approval of the Green Bay Inspection Department. Sole Proprietor / Individual
Forms include:
- Copy of lease or offer of purchase for establishment
- Proof of successfully completed DOR-approved responsible beverage server training course (or show applicant has held an operator's license or was agent of an establishment within the past two years in the state of Wisconsin).
- Copy of government issued photo ID of applicant
- Statement of Intent (PDF)
- Liquor Auxiliary Questionnaire (PDF)
- Original Liquor License (PDF)
- Security Plan (Word Doc)
- Copy of Wisconsin Seller's Permit
- Surrender Form (PDF) If applying for a license at a location without a current alcohol license, please reach out to the Clerk's office.
- Floor Plans (Handwritten are acceptable, each page should be 1 floor with a separate drawing of the outdoor premise if applicable)
- Picture of outdoor premises if applicable.
Fee
- Class "A" or "B" Fee plus $25 Publication Fee
Partnerships/Corporations/& Limited Liability Companies
Forms include:
- Appointment of Agent (PDF) Agent must show proof of successfully completed DOR-approved Responsible Beverage Server course (or show agent has held an operator's license or was agent of an establishment within the past two years in the state of Wisconsin).
- Copy of lease or offer of purchase for establishment
- Copy of Wisconsin Seller's Permit
- Copy of government issued photo ID for all partners in a partnership, the agent, officers, directors, members, and managers.
- Statement of Intent (PDF)
- Liquor Auxiliary Questionnaire (PDF) The questionnaire is required for all partners (included limited partners), the officers, directors, and agents of corporations, and the members, managers, and agents of limited liability companies.
- Security Plan (Word Doc)
- Surrender Form (PDF) If applying for a license at a location without a current alcohol license, please reach out to the Clerk's office.
- Original Liquor License (PDF)

Renewals/Changes
Please note that Renewal Notices were mailed 3/6/2020.
Renewals are to be filed with City Clerk’s office by April 15 and issued for July 1 to June 30.
Forms include:
- Changes to business entity requires original application process
- Auxillary Forms for each individual, partner, member, officer, and agent
- Government-issued photo ID for each individual, partner, member, officer, and agent
- Copy of Wisconsin Seller’s Permit
- Proof of Ownership of property or copy of current lease. If you are the property owner go to https://prod.landrecords.browncountywi.gov/GCSWebPortal/Search.aspx type in your address, press search click view detail. This would suffice as proof of ownership.
- Renewal Beverage License (PDF)
Fee
- Class "A" or "B" Fee plus $25 Publication Fee
Changes:
Any changes to the licensed premises, with the name of business, officers, and/or agents during the year, please reach out to the Clerk’s office at (920) 448-3011 or by email clerkinquiries@greenbaywi.gov.
