For both residential and commercial construction projects, the Department of Community and Economic Development administers the project from start to finish, with the exclusion of projects managed by the Department of Public Works. The administration process is initiated with review of the site plan that outlines the extent and limits of the development. This review involves the coordination with multiple departments within the City including the fire, public works, planning and inspection departments.

New Home Construction

For new home construction, the plan submittal and review, and permitting processes are compliant with State ACT 211 and require all applications to be initiated online. For both residential and commercial projects, building plans are required for all new construction, alterations and improvements, reconstruction and temporary tent events (PDF). Building, HVAC and Plumbing plan reviews are required for commercial projects, when applicable.

Note that the City of Green Bay is authorized to complete commercial building and HVAC plan review having received second class city status under SPS 361.60. Plumbing plans are also required to be reviewed by the City of Green Bay unless the review is required to be completed by the State. Construction designs need to be compliant with all State Codes and Municipal Codes. All required plans must be submitted and approved before a permit is issued and work begins.

Building Permits

Building permits are then required for all new construction, including alterations and improvements, reconstruction and temporary tent events (PDF). Permits require approved plans that are in compliance with the building and zoning codes before the permit can be issued. Permits are important to ensure proper plans have been approved and to have the work inspected for resident safety.

Inspections

After permits are taken out, construction inspections need to be scheduled with the Department of Community and Economic Development. Those inspections need to be scheduled and completed when required by code. The Department of Community and Economic Development strives to provide the citizens of Green Bay with the highest inspection standards consistent with the adopted codes and regulations.

Housing & Zoning Inspections

Housing and Zoning Inspections are also performed by the Department of Community and Economic Development. The Housing/Zoning division is responsible for questions regarding City ordinances relating to setback requirements, sign permitting, parking requirements on private property, and floodplain determinations. They address complaints concerning the following:

• Housing condition
• Improper disposal of waste material
• Litter
• Rubbish problems
• Simple building code violations
