1. What is the demolition grant program?

The grant program incentives the removal of blighted commercial buildings for the purpose of redeveloping underutilized properties withing eligible neighborhoods. Funds will only be made available for projects resulting in new construction on the demolition site. The amount of grant dollars awarded are determined on a case-by-case basis, depending on the amount of funds available and the project's overall impact. All grant funds are provided as reimbursements on qualified expenditures and are limited to no more than 75% of the total of eligible costs.

2. Who is eligible for the program?

The commercial building must be located within a Demolition Grant Eligible Area. Please contact the City's Department of Community & Economic Development to determine if your property is located within an eligible area.

Projects must satisfy a National Objective for Community Development Block Grant Funding as defined by Housing and Urban Development (HUD) (either job creation or blight elimination). Owner cannot be delinquent on any current City charges, taxes, or assessments or have defaulted on any previous city assistance.

3. What are the requirements of the program?

The requirements of the program are as follows:

• The owner/developer must submit a professionally prepared plan for the redevelopment of the cleared site
• The grant recipient must obtain design approval of the new structure from the Design Review Team and Redevelopment Authority
• The new building must consist of at least 50% commercial uses. Other projects will be considered based upon projected assessed value and impact on the surrounding area.
• The grant recipient must secure appropriate building and related permits that are associated with razing and construction of a new building/ structure
• The grant recipient must raze the current building within three months from the date of the grant award. The new building must be completed within one year of demolition unless an alternate timeline is arranged.

4. What is the application process?

The application process is as follows:

1. Meet with Economic Development Staff to discuss your project, review your preliminary designs and discuss timelines.
2. Finalize project plans and obtain a cost estimate from a contractor. Include any consultation with architects to discuss plans for razing existing structure and building new structure.
3. Submit a completed Demolition Grant application (PDF) to the Community & Economic Development Department:

4. Economic Development Staff will review applications and will select projects to refer to the Design Review Team.
5. The Design Review Team will score the application and provide a recommendation to the Redevelopment Authority (RDA) for final approval.
6. The RDA will vote to approve or deny the application at their monthly meeting, which typically occurs on the second Tuesday of every month.
